Carol has over thirty years experience in small business and neighborhood economic development. In her initial years, she was appointed to design and oversee an multi-million dollar innovative entrepreneurial and managerial training program and workforce development program for The Philadelphia Commercial Development Corporation which assisted over 200 individuals in transitioning from Welfare to management and entrepreneurial opportunities. She has been a lead consultant for the ELSEPTA @WORK project providing technical and mitigation assistance to West Philadelphia area businesses thus, ushering in her long term involvement. She was the lead public relations consultant for the new $50 million ParkWest Town Center which provided over 800 new part time and full time job opportunities for the West Philadelphia area residents. More recently, she was the Program Manager for the Program to Increase Minority Contracts in Defense (PIMCID), a 7 million dollars contract to increase minority inclusion in Government Contracting.
Carol holds both a Bachelor of Science Degree in Business Administration and an Executive MBA from Drexel University. She currently serves as a Principal owner of Global Synergies, LLC ,management consulting firm that was founded on the premise that “ building sustainable communities using uncompromising ethical values, leads to a profitable future for all”. In addition she serves as the Executive Director of Union Housing Development Corporation under which she assists in the development and implementation of innovative housing and community development projects and programs.

Jeffrey Jabez Smith serves as Principal of Global Synergies, LLC
Jeffrey has been successful at developing and maintaining business relationships with both the public and private sector and is a uniquely qualified technology specialist with documented performance and accomplishments at every level. He has experience in developing and implementing diversity programs aimed at increasing minority participation in both the contracting and employment sectors. His services have been utilized in construction projects valued in excess of $2 billion in the City of Philadelphia over the past eight years.
Jeffrey’s commitment to self-empowerment and community involvement has made him uniquely qualified to serve as President of the Board of Union Church Non Profit Housing & Development Corporation. As President of the Board, he spearheaded the turnaround of Beckett Gardens Apartments (BGA) and its eventual recapitalization in partnership with SA+A. During his tenure, BGA transformed from a property with high vacancy and excessive operating costs to one with high occupancy, low expenses and profitability. The changes afforded BGA the ability to pay off its HUD mortgage and position the property for significant improvements. Jeffrey subsequently worked on recapitalizing BGA with 4% LIHTC, Tax Exempt Bonds, a new Mark-Up-To-Market Section 8 contract and arranged financing for the property.
